Transit State of Good Repair Data Quality and Investment Strategy

Dr. Peskin will discuss the development and analysis of a comprehensive asset inventory of the Southeastern Pennsylvania Transportation Authority (the transit operator in the Philadelphia region). The analysis platform was a decision support tool that addressed three fundamental asset management questions: 1) What is the current SGR backlog? This identifies assets and replacement value that are currently beyond their useful life; 2) What are future annual SGR needs? This identifies assets requiring future renewals and replacements (and the cost of these actions); and 3) What are the impacts if the SGR backlog and annual needs are not fully funded? That is, what happens to asset condition, operating cost, and reliability?

The analysis results supported a compelling argument for SEPTA to ramp-up its annual construction production rate in order avoid increasing backlog, declining asset condition, reducing reliability, and increasing maintenance costs.

Dr. Robert Peskin consults in the areas of transportation financing, planning, and management. A member of AECOM’s transportation consulting practice throughout his entire career, he serves the transit industry and government agencies at the local, state, and federal level.

He pioneered analytical methodologies in the areas of transportation financial planning, analysis of transportation infrastructure capital needs, and operating & maintenance cost modeling. His work focuses on the application of quantitative information to support transportation decision making. He works with public agency staff in integrating financial, capital, and operating data from all functional areas, including planning, engineering, transportation, and maintenance. Dr. Peskin supports transportation agency executive staff and governing boards as they commit limited public resources to major capital investments and make difficult budgeting decisions.
